Today’s new Burger King item is the Tough Pepper Cube Steak, released alongside the Quattro Pepper Cube Steak Whopper. I reviewed the Quattro Pepper Cube Steak Whopper not too long ago. This Tough Pepper item released alongside it is all about two flavors: pepper and meat. Even looking at the build, it removes all the veggies except onion and even adds bacon. They say you can enjoy an even deeper pepper aroma. The prices are as follows.

This one is priced 1,000 won higher than the Quattro Pepper Cube Steak Whopper. It’s the most premium option in the Pepper series. If you use a Burger King app coupon, you can get about 1,500 won off and pick up the combo in the 11,000-won range, so keep that in mind.

I also ordered the Tough Pepper Cheese Fries that launched as a side. It’s made by adding Tough Pepper’s brown sauce to the cheese fries, so you can enjoy an intense peppery flavor. I’ll give this a quick review as well.

Let’s quickly go over what’s inside. Tough Pepper is a version that focuses even more on pepper than Quattro Pepper. For the bun, they use a black peppercorn brioche bun, baked with chunky pepper pieces on top.

Overall, it includes a Whopper beef patty, cube steak, bacon, brown pepper cream sauce, and only raw onion. If Quattro Pepper still tried to follow the classic Whopper build, this one goes all-in on pepper and meat.

The most noticeable thing is that it removes almost all the veggies. There’s no lettuce or pickles—just a few slices of raw onion—so it really feels like it’s focused solely on meat and pepper. Depending on your taste, it may feel a bit heavy.

When you cut it in half, you’ll see a Whopper patty on the pepper-studded brioche bun, topped with onion, cube steak, and bacon, with a generous layer of brown pepper cream sauce. They say using brown pepper cream sauce instead of Quattro Pepper’s black pepper cheese sauce amplifies the pepper flavor even more.

Tough Pepper Cube Steak Taste

Let’s get right into the taste test. If it’s stronger than Quattro Pepper, I’m definitely curious. The moment you take a bite, you can tell they nailed the concept: a hefty meat flavor with a sharp pepper kick layered on top.

From the first bite, the creamy yet salty brown pepper sauce hits, and the pepper aroma strongly stimulates your nose and the entire mouth. You can clearly feel a deeper pepper flavor than Quattro Pepper. And maybe because the bun feels more thoughtfully done, it’s on a different level from the usual Whopper lineup.

If Quattro Pepper’s black pepper cheese sauce is on the creamy and mild side, Tough Pepper’s brown pepper sauce is much richer, saltier, and noticeably more pepper-forward. It really lives up to the name. Plus, the black peppercorn brioche bun is also studded with pepper, so you get little pops of pepper bits every time you chew.

The cube steak also comes through more clearly than in Quattro Pepper. The texture is somewhat like pulled pork. Since the cube steak and the Whopper patty have different textures, you can distinctly notice each one as you eat. Add bacon on top, and it does a great job reinforcing that hearty, weighty profile.

I liked the balance: the pepper strongly cuts through what could otherwise feel greasy from all the meat. With the Whopper patty, cube steak, and bacon fat coming together, it almost feels like only meat and pepper remain, with freshness or acidity largely removed. It’s a very heavy, full-bodied flavor. That said, because the pepper bite is strong, this part may be a bit polarizing.

Personally, I’d been a bit disappointed that Burger King’s Whopper items tend to circle back to that familiar “Whopper taste” in the end, but I liked how this one highlights pepper presence on top of the meatiness. Of course, considering the price, it should taste good. Haha.

If you’re a pepper-and-meat enthusiast, this should be satisfying. I enjoyed the meat-and-pepper combo, but some people may find the lack of veggies a bit heavy, or the strong peppery spice aroma too intense. The price is a little steep, but I recommend it to anyone who wants to properly experience a pepper-focused burger. It’s limited until early April, so don’t miss it if you’re interested. The Tough Pepper Cheese Fries were also not overly greasy thanks to the pepper aroma in the sauce, and while they were a bit salty, they were still easy to enjoy, so I’d recommend trying them together.
